Any foreign national (other than French citizens) who wishes to stay in Monaco for a period in excess of three months or take up residency must apply for a residency permit, a Carte de Séjour

The process differs for nationals of the European Economic Area (EEA) (this is the European Union countries plus Norway and Iceland) and nationals of countries other than those making up the EEA.

Note: the process differs for non-EU nationals who are have a French residency permit.

EEA Nationals

Nationals from an EEA state are exempt from all visa procedures to enter Monaco. If they plan to set up residence or stay longer than three months a residence permit must be applied for at the Residents Section of the Directorate of Public Security (Direction de la Sûreté Publique).

Non-EEA Nationals

Nationals moving to Monaco from outside the EEA must apply to their local French consulate for a visa in order to set up residence. Once the visa has been obtained, foreigners over the age of 16 must apply for a Monegasque residence permit at the Residents Section of the Directorate of Public Security (Direction de la Sûreté Publique).

Non-EEA Nationals resident in France

Non EEA nationals who have been living in France for over a year may submit an application for residence in the Principality at the French Consulate General in Monaco.
