Voting in Monaco (for Foreigners)

Information on who may vote in national elections in Monaco, how to register as a voter and where and when to make your cross.

Monegasque citizens over the age of 18 can vote in Monaco. Individuals who have acquired Monegasque nationality are eligible to vote only after a period of five years has elapsed from the day of publication of the decree of naturalisation and if they are over 25 years of age.

  • National elections: There are 24 members of the national council. Elections take place every five years
  • Local elections: There are 15 members of the commune. Local elections take place every four years

Both elections took place in 2003.

Registration

Eligible citizens should register at the Mairie (Town Hall on Place de la Mairie). A valid identity card or passport as well as proof of residency must be supplied.

Voting

Voting takes place in the Salle du Canton, Les Terrasses de Fontvieille at 25-29 Avenue Prince Héréditaire Albert.

Voting process

An elector's card is required to vote. If an elector's card has not been issued then the voter will need to present a valid identity card or passport. This happens in an area set aside for checking details.

The electoral list is updated each year in December and inclusion is a requirement in order to be eligible to vote in elections during the following year.

Voters must present a valid identity card or passport and their voting card in order to receive the envelope containing the voting form. After leaving the voting booth the voter must sign the electoral list. The disabled are allowed assistance from a voter of their choice.

Results

Voting may take place over two rounds if an outright winner has not been elected after the first round. Voters select the names of candidates. There is also an option called Panachage whereby the person voting may delete (by crossing out the name) one or more candidates from one list and replace them with candidates from other lists. The total number of candidates that a voter may select may not be more than the number of seats available.

Political Parties

There are two active political parties involved in elections: the National and Democratic Union or Union Nationale et Démocratique (UND) and the Union for Monaco or Union Pour Monaco (UPM), which is a coalition of the National Union for the Future of Monaco Union Nationale pour l'Avenir de Monaco (UNAM), Union for the Principality (Union pour la Principauté) and the Promotion of the Monegasque Family (Promotion de la Famille Monégasque).
